Nakamura granted Saurta Sensei 2nd Soke of the Najamura Ryu, naming Saurta head of All Japan Shizan Kai for four years. Then in 1993 Saruta Sensei formalized the techniques of Ryu Sei Ken and founded the International Batto Do Shizan Association. Saurta Sensei wanted to introduce traditional Japanese Bushido and spread real Budo to the world. It is presently known as International Batto Do Shizan Association Ryu Sei Ken.
